本研究以財政效益主導模式,即著重於將污染整治目標與污染土地再利用連結,評估配合整體區域發展要求下以「污染整治與土地再利用」所能產生之最大效益為訴求;再從宏觀的都市發展視野以區位特性,即污染整治工作不僅針對場址基地本身進行改善。為此,本研究運用模糊德爾菲法(FDM),強調以財政效益的觀點委以專家學者進行指標篩選,從5大面向及30項指標中篩選出12項具代表性之評估指標,並運用分析網絡程序法(ANP)建立土地重劃再利用策略評估指標之權重值及優先排序,從財政效益觀點在各指標構面中,顯示出係以區位條件(31.01%)與發展潛力(29.02%)最具重要性且佔有較大比例的權重,而綜整前五項最具優先重要性之指標項目包含:1.預期發展情形(26.97%);2.鄰近重要公共建設(23.34%);3.污染整治費用(7.95%);4.鄰近市中心(7.67%);5.是否鄰接道路(7.40%)等,可做為未來整治工作及土地再利用決策參考。本研究案例以林口區南灣段嘉溪子坑污染場址及周邊空間單元為例,並運用空間型構法則(Space Syntax)分析場址區位及便捷程度,以都市計畫道路路網劃設後共44個分析單元,依結果顯示出污染場址(單元1)便捷值為0.704屬最低,但可透過單元6(便捷值3.236)連接至單元13(便捷值4.403)抵達林口特定區生活圈;單元13便捷值為4.403屬最高,整體平均便捷值為2.400,可做為未來污染整治考量土地區位特性之參考。最後從都市發展的整體面向研擬污染整治土地重劃再利用策略,以發揮財政效益與區位特性的相互加乘,達成土地及地下水資源永續利用與改善生活環境之目標,以期營造永續優質環境與高品質的生活環境,進而達到都市永續發展目標。 關鍵字:污染整治、財政效益、土地重劃、評估指標、再利用策略

This study takes the financial benefit-oriented model, that is, focuses on linking pollution control goals with contaminated land reuse, and evaluates the maximum benefits that can be produced by "pollution control and land reuse" in accordance with the overall regional development requirements; then from the macro perspective The perspective of urban development is based on the location characteristics, that is, the pollution control work is not only aimed at improving the site base itself. To this end, this study uses the fuzzy Delphi method (FDM), emphasizing that experts and scholars are assigned to select indicators from the perspective of financial benefits, and selects 12 representative evaluation indicators from 5 major aspects and 30 indicators, and uses Analytical Network Procedure (ANP) establishes the weights and prioritization of land redevelopment and reuse strategy evaluation indicators. From the perspective of financial benefits, in each index dimension, it shows that it is based on location conditions (31.01%) and development potential (29.02%) ) is the most important and occupies a relatively large proportion of weight, and the top five most important indicators include: 1. Expected development situation (26.97%); 2. Adjacent to important public constructions (23.34%); 3. Pollution remediation costs (7.95%); 4. Adjacent to the city center (7.67%); 5. Whether it is adjacent to roads (7.40%), etc., which can be used as a reference for future remediation work and land reuse decisions. This research case takes the Jiaxizikeng pollution site and surrounding spatial units in the Nanwan section of Linkou District as an example, and uses the Space Syntax to analyze the location and convenience of the site. According to the results of 44 analysis units, the polluted site (unit 1) has the lowest convenience value of 0.704, but it can be connected to unit 13 (convenience value 4.403) through unit 6 (convenience value 3.236) to reach the living circle of Linkou specific area; The convenience value of unit 13 is 4.403, which is the highest, and the overall average convenience value is 2.400, which can be used as a reference for considering land location characteristics in future pollution control. Finally, from the overall perspective of urban development, the strategy of land rezoning and reuse for pollution control is studied, so as to give full play to the mutual multiplication of financial benefits and location characteristics, to achieve the goal of sustainable use of land and groundwater resources and to improve the living environment, in order to create a sustainable high-quality Environment and high-quality living environment, and then achieve the goal of urban sustainable development.
