國內加油站數量快速成長,然而隨環保意識高漲,對於加油站地下儲油槽及管線滲漏所造成地下環境污染問題愈受重視。除了油品空氣逸散與洗車廢水排放外,加油站地下儲油槽及管線等設施可能因施工品質不佳、防蝕設計不良、或管理不當而發生破損銹蝕,使其中油品滲漏而污染地下環境。目前的儲槽滲漏監測主要仍以儲槽周圍監測井的測漏管定期監測,若能發展槽間或槽外表面的自動化監測系統,有助預防及儘早發現滲漏。因此,本次計畫旨在建立數位智慧數據決策系統與自行研發電磁波感測器,並實際應用於模場試驗,其中包括加油站與地下儲槽區。 本研究將於兩年度內分階段研發建置基於時域反射(time-domain reflectometry, TDR) 技術的儲槽管線污染滲漏與測漏管浮油技術。透過智慧即時監測技術之創新構想,在儲槽與管線洩漏監測管理中未來可協助儘早發現污染物滲漏,有望藉由源頭污染防治,降低整體整治成本與提升整治成效,達到土壤與地下水污染預防的效果。 本計畫第一年度基於前期研發成果完成儲槽與管線滲漏監測之標準建置與分析方法,於擇定之模場實際建置監測系統,成果驗證了現地實務應用之可行性,並透過即時自動化監測第一時間成功發現現場之異常滲漏事件;而測漏管浮油技術也在室內實驗當中取得初步成果,利用模擬現地可能發生的情境找到訊號變化趨勢。

Petrol stations has grown rapidly in Taiwan, the issue of underground environmental pollution caused by the leakage from underground oil storage tanks and pipelines have attracted attentions from the rising awareness of environmental protection. Apart from the air escape of oil products and the discharge of wastewater, the underground oil storage tanks and pipelines of petrol stations may be damaged or rusted due to poor construction quality, poor anti-corrosion design, or improper management. All of these may lead to oil leakage into soil and groundwater environment. Current leakage monitoring of storage tanks is still based on regular monitoring of leak detection pipes in monitoring wells around the storage tanks. If an automatic monitoring system between tanks or on the outer surface of the tanks is developed, leak detection can be prevented as early detection is made possible. This project aims to establish an intelligent leak detection monitoring technique for storage tank, pipeline, and leak detection pipe of petrol station, which is based on decision-making system and self-developed electromagnetic wave sensors. This monitoring technique will be practically applied to model field tests, including petrol stations and underground storage tank areas. This research will research and develop the leak detection technique based on time-domain reflectometry (TDR) technique, designed for storage tank pipelines and leak detection pipe technology, in a two-year phase. Through this innovative concept of intelligent real-time leakage monitoring technology, early detection of pollution leakage in storage tank, pipeline, and leak detection pipe is highly advantageous towards petrol station management. By counteracting from source pollution prevention and control, overall remediation cost can be reduced while enhancing its effectiveness, which ultimately achieving efficient soil and groundwater pollution prevention.
