"苗栗縣頭份工業園區的地下水二氯乙烷和氯乙烯已經超標好幾年,污染物不僅出現在深度50米以下的地下水中,而且濃度是淺層地下水的數倍。由於原有與污染物相關的廠家有好幾家,而且一些廠家已經撤離,在這種來源複雜且無原始污染物同位素特徵的污染場址,要用同位素分析鑑識技術(GC-IRMS CSIA)測量被污染的地下水樣品來確定污染來源,會具有很大的挑戰。對於這種情況,利用多種同位素和地球化學方法(Multiple-evidence of isotopic and geochemical approach, MEIGA),研究地表水和地下水的同位素和地球化學特徵,判斷研究區內的地下水來源、混合、補給和運移狀況,結合污染物濃度的水準,以及研究區的地質、水文、工程等背景資料,研判可能污染源,是國外早已廣泛採用的方法,也是一個地球化學系統的研究方式。然而,在國內還未見使用這個方法研究環境污染來源的案例。根據環保署2010年的調查,台灣還有許多類似的污染場址,如何解決這些場址的污染來源,釐清污染責任的歸屬,更為有效地探測、治理污染場址,節約施工經費,節省調查時間,建立一套研究地下水污染的MEIGA模式是非常必要和重要的。
計畫英文摘要
"The mixed chlorinated hydrocarbon contamination (e.g., dichloroethane and vinyl chloride) in the groundwater of the Toufen Industrial Area (TIA) in Miaoli County has been found since 2005. The contamination now appears not only in the water at 55m and 85m depths, but also several times higher than the contamination level in the shallow water. As there were multiple contamination sources and some of the manufactories had moved from the site, for this complicated contaminated site it will be a big challenge to use GC-IRMS CSIA measurements on the contaminated groundwater to pin down the origin of the contamination sources. In this case, using a multiple-evidence of isotopic and geochemical approach (MEIGA) to study the isotopic and geochemical signatures of the surface and groundwater in the area, will provide a solution of the source, mixing, recharge and migration of the groundwater, which in turn, may shed the light on the sources of the contamination with the geological, hydrological and engineering background information of the studying area. This is a useful approach widely adopted in western countries and a geochemical systematic in Earth science field. However, such an approach has not been used in environmental study in Taiwan. According to the report of Taiwan EPA in 2010, there are more than 20 contaminated sites similar to the TIA site in Taiwan. It is very important and necessary to establish a MEIGA model for investigating contamination source of groundwater in these sites, for clarifying the responsibility of the contaminations, for saving money, time and manpower and for effectively repairing the contaminated sites. This proposed project plans to collect surface water samples and groundwaters from 30 designed wells in the TIA site in both wet and dry seasons. A total of 90 samples from rain, stream and well waters at different depths will be measured for pH, dissolved oxygen, conductivity, concentrations of dichloroethane and vinyl chloride, dD, d18O, d13C of DIC, and elemental contents of Ca、Mg、Sr、Ba、Na、K、Li、Fe、Mn、Cu、Zn、Ni. These data results together with the geological, hydrological and engineering background information will allow us to understand the source, mixing, recharge and migration of the groundwater in the study area; to detect degradation, oxidation and migration of the chlorinated hydrocarbon contamination; and to provide scientific evidence of the original sources of the contamination. Throughout this study, we may build up a MEIGA model for Taiwan EPA."
